"The Chat"
The establishment known as "The Chat", more properly "The Chat Bar", is owned and operated, IC, by one Krinele Fullin. Rather than the chat of old, it's a very stable establishment, with little magical alterations present or even allowed thanks to the wards present. Due to some recent events bringing her to the breaking point, she's gone ahead and removed the free booze, too.
That's right, no free booze.
Krinele has, after a period of completely pulling alcoholic beverages, installed security systems on the bar and hired (NPC) bartenders of relatively high quality. That is to say, they're unlikely to be fooled by a false ID, will substitute drinks when appropriate, and not serve someone already completely drunk. In order to pay for their wages, and perhaps help cover the establishment's other costs, there is now a charge for this service. Non-alcoholic beverages are still available for free in the kitchen, or for classier glass-bottle soft drinks a special unlocked area of the bar.
Much to the chagrin of some, the booze security systems also prevent magical access to the bar's contents - either removal or tampering.
